Practice of Imposing Administrative Sanctions on the Coverage of Public Opinion Polls in the Pre-election Period, 2016

This monitoring report reflects the practice of responding by the Georgian National Communications Commission (GNCC) and courts to violations of the legislative requirements for the coverage of public opinion polls in the period preceding the 2016 parliamentary elections. 

The monitoring rests on the analysis of documents which include materials requested from the GNCC and the pre-election media monitoring reports of Media Development Foundation (MDF) which, inter alia, analyses the coverage of public opinion poll results by broadcast and online media outlets. 

Although the legislative requirements became obligatory on 8 June, i.e. upon the launch of pre-election campaign, this report covers the period between 22 July and 8 October because the GNCC started to take administrative actions against broadcasters after 22 July, that is the day it warned broadcasters about the necessity to observe the requirements of the law.

წინამდებარე მონიტორინგი 2016 წლის საპარლამენტო არჩევნების წინ მედიაში საზოგადოებრივი აზრის კვლევების გაშუქების საკანონმდებლო რეგულაციების დარღვევაზე კომუნიკაციების მარეგულირებელი კომისიის და სასამართლოების რეაგირების პრაქტიკას ასახავს.

მონიტორინგი დოკუმენტების ანალიზს ეფუძნება, რომელიც კომუნიკაციების მარეგულირებელი კომისიიდან გამოთხოვილ მასალებს მოიცავს, ასევე მედიის განვითარების ფონდის წინასაარჩევნო მედია მონიტორინგის ანგარიშს, რომელიც საზოგადოებრივი აზრის კვლევის შედეგების სატელევიზიო და ონლაინ მედიაში გაშუქებას ასახავს.

Media Monitoring Report of the 2016 Parliamentary Elections in Georgia

Media Development Foundation (MDF) is conducting a pre-election media monitoring from April 1 to October 15, 2016. The monitoring is carried out with the financial support of the Embassy of the Kingdom of Netherlands in Georgia within the frame of the project Transparent and Accountable Media for Enhancing Democratic Practices during Elections.

The aim of the project is to study how political subjects are represented in qualitative and quantitative terms in primetime news programs of TV channels and in online media; to clarify whether media provides citizens with relevant information to help them make an informed choice. The aim of the project also is to reveal essential problems through publicizing the findings of the research and attract citizens’ attention to the reliability of their sources.

Hate Speech and Gender Representation, 2016

Media Development Foundation (MDF) is conducting a pre-election media monitoring from April 1 to October 15, 2016. The monitoring is carried out with the financial support of the Embassy of the Kingdom of Netherlands in Georgia within the frame of the project Transparent and Accountable Media for Enhancing Democratic Practices during Elections.  

The methodology for MDF’s monitoring was developed by Dominique Thierry, consultant of Free Press Unlimited (FPU) . The report was reviewed by FPU expert Jean-Marie Coat.  

Prime time news programs of the following TV channels were selected as monitoring subjects: the Georgian Public Broadcaster (Moambe at 20:00), Rustavi 2 (Kurieri at 21:00), Imedi (Kronika at 20:00), Maestro (Kontakti at 20:00), Kavkasia (Dges at 20:30), Tabula (Focus at 19:00), GDS (20/30 at 20:30). From 1 June the list was extended to include TV Obiektivi as this TV channel launched its news program (Akhali Ambebi at 19:30) on 16 May.  

The monitoring subjects in online media are: Inter Press News (IPN), PiA, Netgazeti, Pirveli Radio, Marshalpress.  

The monitoring is conducted on the cases of use of hate speech by political subjects and against them, as well as gender representation of political subjects in media and gender discrimination. 

The present report covers the period from April 1 to October 15.

„მედიის განვითარების ფონდი" 2016 წლის 1 აპრილიდან 31 ოქტომბრამდე საქართველოში ნიდერლანდების სამეფოს საელჩოს მხარდაჭერილი პროექტის „გამჭვირვალე და ანგარიშვალდებული მედია არჩევნებზე დემოკრატიული პრაქტიკის განმტკიცებისთვის" ფარგლებში, წინასაარჩევნო მედია-მონიტორინგს ახორციელებს.  

მონიტორინგის მიზანია, წინასაარჩევნო პერიოდში შეისწავლოს რაოდენობრივი და თვისობრივი თვალსაზრისით როგორ არიან პოლიტიკური სუბიექტები წარმოდგენილი პრაიმ თაიმის სატელევიზიო საინფორმაციო გამოშვებებსა და ონლაინ მედიაში; უზრუნველყოფს თუ არა მედია მოქალაქეებს სათანადო ინფორმაციით იმისათვის, რომ მათ ინფორმირებული არჩევანი გააკეთონ. პროექტის მიზანია კვლევის მიგნებების გამოქვეყნების გზით, გამოავლინოს არსებითი პრობლემები და მოქალაქეების ყურადღება მათი წყაროების სანდოობაზე მიაპყროს.

Pre-election Media Monitoring 1 April - 31 July, 2016, Interim Report

Pre-Election Media Monitoring Methodology

Since 1 April 2016, Media Development Foundation (MDF) has been conducting the pre-election media monitoring of TV and online media. The project aims at promoting unbiased coverage of 2016 parliamentary elections and creating equal environment for political parties. The primary targets of the project are political parties, media organizations, journalists and NGOs mainly focused on elections.

Media monitoring subjects:


Primetime TV news programs:  Georgian Public BroadcasterRustavi 2, ImediMaestroKavkasiaTabulaGDS;  (On 1 June, the list was extended to include TV Obiektivi, which started news programs from 16 May).

Online media outlets: InterpressnewsPIA, NetgazetiPirveli RadioMarshalpress

From April 1 to June 1, primetime news programs were monitored (except weekends); in case of mixed format of news program (for example: the main news program of GDS) the target of the monitoring is the news section of the program.

After official announcement of electoral campaign, from 1 June monitoring cover weekend prime-time TV news programs and online outlets as well.

Political subjects of the monitoring:  The focus of monitoring is the coverage of the following political subjects: qualified and nonqualified political parties, including opposition, independent MPs, the Government, the President, and the Central Election Commission (CEC). Monitoring counts political parties separately as well as political coalitions.  The Government and the institute of the President are counted separately too. The members of the Parliament and City Council are attributed to those parties which they represent.  

Variables of the monitoring: the monitoring is conducted by quantitative and qualitative methods, according to the following variables: Direct/Indirect coverage of political subjects (according to the monitoring methodology, indirect coverage means a media outlet or a person/respondent speaking about a political subject and not the political subject him/herself); Tone of Content and Context in covering political subjects (Positive/Negative/Neutral); Gender representation; Instances of hate speech; the qualitative part implies the identification of problems in terms of journalistic ethics, such as unbalanced reporting, visual manipulation etc.

 

Quantitative analysis

The monitors’ will measure:

  • The length of time or amount of space given to each political actor; whether direct speech/ interviews or the number of indirect mentions;
  • The number of times a particular word is used to describe a particular politician (online); 

  • The number of times a particular campaign issue was reported. 

  • The number of women candidates quoted and gender balance of media coverage; 

  • Hate speech cases and their sources.

For broadcast media monitoring also involves measurement of:

  • Total time in seconds of a story on each relevant political subject ;

  • Total time in seconds that the candidate/party appears and speaks on screen (direct coverage); 

  • Time in seconds the image of the candidate or party representative appears without 
speaking (e.g., even when a political subject might not be presenting his or her own 
version of events, he or she is shown on camera) (indirect coverage); 

  • Time in seconds the voice of the candidate or party representative is heard (even if 
there is no film or photograph); 
           

Qualitative assessments

  • Monitors measure content and context
  • Headlines, illustrations, graphics, photographs and video images are also analyzed. 

  • Monitors report about lies, distortions, unbalanced and unethical coverage. Such instances will be presented as a case study in the midterm and final reports.             

The project is supported by the Embassy of the Kingdom of the Netherlands in Georgia. The monitoring methodology for MDF was developed by Dominique Thierry, media consultant of Free Press Unlimited (FPU), the Dutch partner organization of the project.
